Call for Implementation: IT-Platform DiSEKTEA
1    Project background and context
Within the scope of their respective development activities, both associations (DÄSAV e.V. and VKII e.V.)  have joined together in order to initiate the project „Blended Learning courses and on-line CoP for the common supervision of students at the universities of Addis Ababa and Yaoundé I by the Diaspora and local experts“  with the acronym “DiSEKTEA (Diaspora Supported Education, Knowledge, Technology and Entrepreneurship in Africa )”.
The German-Ethiopian students and academics Association (DÄSAV e.V.) is a Germany-wide network of independent students and academics of Ethiopian descent or Ethiopia-interested. Since its foundation in 2009, DÄSAV has been strongly committed to the transfer of knowledge and the cultural exchange between Germany and Ethiopia as well as to the networking of students and professionals.
As the worldwide first technical contact of the Cameroonian Diaspora, the association of Cameroonian engineers and computer scientists (VKII e. V.) has distinguished itself  for nearly fifteen years through the development of technology-based solutions in Cameroon as well as abroad. In addition to its numerous projects, the VKII promotes excellence within the global Cameroonian society through its highly interesting activities such as its Mentoring program, its symposium or different seminars and awards.

Further partners as the United Nations University in Bonn (UNU) and the United Nations Volunteer (UNV) program support both associations in the development of the project. The project is largely funded by the Centre for International Migration and Development (CIM).

2    Objective and project phases
The project aims at setting up a framework allowing the transfer/exchange of knowledge between African experts living abroad and students and academic staffs in institutions of higher education in Africa. The framework consists of
(1)    a portal to support the matching of tasks/requests from university and expertise in the Diaspora and to support the management of organizational processes related to the collaboration between experts and universities with regard to the task/request
(2)    a learning environment to support the knowledge transfer process respectively the joint supervision of students by experts in the Diaspora and local experts
(3)    a social and professional network online community of practice for further exchange and mentoring  after completion of the courses.
(4)   a capacity building component to improve competences related to eLearning/distance teaching (e Competence) of Diaspora and local experts and a knowledge transfer component to support the embedment of processes in local structure;
The knowledge transfer process takes place within the scope of a blended learning course, combining a  face-to-face phase during a short term visit and an online phase using a virtual learning environment.
The integration of Diaspora experts to teaching/supervision processes in African universities aims to improve local capacities and contribute to the development of global partnerships between the North and South. The framework should also support the cooperation between southern universities by facilitating the interactions among students and experts of the respective universities.
The framework will support the supervision of students in the form of practical courses as well as Master and PhD theses. Specific courses in computer science (e.g. development of mobile applications), electronic (e.g. development of embedded systems) and governance will be conducted in the pilot phase of the project. The curriculum of the courses will be developed jointly by experts in the Diaspora and local experts of the involved universities in order to address the specific needs of the universities. Resources and artifacts produced during the face-to-face and virtual phase of the course will be managed on the technical platform
The technical platform consists of the first three components of the framework presented above  

3    Tasks/Deliverables
Design and Development of an integrated platform to support the matching of university request and expertise in the Diaspora, the knowledge transfer from Diaspora expert to students in the scope of blended learning course and social, professional networking after the course.  

The platform consists of following components with their respective functionalities:  

A.    Portal: Design and setting up of a portal based on CMS best DRUPAL to support the matching of tasks/requests from university and expertise in the Diaspora and to support the management of organizational processes related to the collaboration between experts and universities
A.1.    Design of start page of the portal best based on DRUPAL (login page, registration, main information, resources and services about the portal)
A.2.    Self-registration and management of profiles of Diaspora experts: definition of fields for the profiles, self registration, modification of profile
A.3.    Self-registration and management of profiles of universities: definition of fields for the profiles, self registration, modification of profile
A.4.    Management of tasks/requets (e.g. courses, thesis supervisions, seminars, projects) by Universities: create, modify, archive, delete task/opportunity, etc.
A.5.    Management of experts linked to a request by universities: assignment of focal point at university to diaspora experts, archive of experts, etc.
A.6.    Facetted search, filter functionality to (a) enable experts to find universities and requets and (b) enable universities to find experts in the Diaspora: search according to subject/topic, country/region, university, workload for a request
A.7.    Display and sorting of results and recommendation of requests/profile
A.8.    Notification of interest for request by experts to university and online application
A.9.    Notification of interest by university to experts
A.10.    Support for the joint development of the abstract of the course based on expectation of the university: form modeling  expectation of university and proposition of the expert
A.11.    Support for the announcement, call for participation for participants of an activity
A.12.    Management of feedback and evaluation of collaboration between the expert and the university: feedback and evaluation of collaboration archive of evaluation/feedback, etc.
A.13.    Management and display of resources related to the matching portal

B.    Learning Management System
B.1.    Setup of a learning management system best based on Moodle according to a predefined Cooperate Identity
B.2.    Configuration of Moodle components to support the management of users, courses and processes of the knowledge transfer process : management of role (manager, instructor, learner, system administrator, etc), registration of students, tools to support communication and cooperative/peer activities (forum, notification, calendar, chat, self and peer evaluation, etc.), monitoring of students, learner/instructor progress analysis, assessment and delivery of certificate, evaluation of course/instructor)
B.3.    Accessibility and security: the LMS should be able to deal with several formats to support courses and export content according to international standard such as SCORM. The LMS should provide an archiving/backup and restore mechanism for courses and implement security measures for courses and personal data.
B.4.    Development of plugin to support the joint supervision of students by local and Diaspora experts  
B.4.1.    The Plugins should support processes of four different kinds of educational activities: Supervision of group of students in practical course, Supervision of group of students in context of virtual seminar, Supervision of students in context of master thesis, virtual lecture/webinars (processes to be supported will be provided/modeled an expert at UNU)

C.    Social Networking Engine

C.1.    Setup Social Network Engine best ELGG and configuration of components to support interaction between supervisors and students and within the online CoP after the knowledge transfer process
C.2.    Configuration of components of the social networking engine to support the peer and group mentoring of students by supervisor (local and remote expert)

D.    Interoperability of components of the platform:
D.1.    Design of common cooperate identity for components of the platform.
D.2.    Implementation of a shared database of user profiles (e.g. LDAP)
D.3.    Implementation of an authentication/single-sign-on (SSO) infrastructure and mechanism build on top of this data store (e.g. CAS)  to support single login on all components of the platform
D.4.    Support the interoperability between components of the platform particularly the learning management system and the social network engine (exchange of information and status of group activity )
D.5.    Support the integration of components of the platform to the IT platforms (homepage, social media) of DAESAV and VKII particularly the integration of the portal and the social networking engine

E.    Maintenance and Training

E.1.    The contractor should provide workshop(s) for at least 15 Hours to train the associations to manage and administrate the platform
E.2.    The contractor should provide support for major problems (bugs) on the platform and ensure it maintenance over a period of one year.

The use and integration of free and open source software througout the development process is requested. Template used for components of the platform particularly portal and social engine should be mobile compliant. A Manual describing the setup and implementation process as well as important configuration settings and system information is also requested.

4    Expression of interests/proposal and application process
Application for the call consists of two stages.
In a first step applicant should send a proposal or expressions of interest consisting mainly on following information until 19.08.2015:   
•    CV/experience of contractor with portfolio of activities with regards to tasks
•    Concepts for the realization of the platform with its components and features (mockup, wireframe, processes, etc.)
•    Overall budget estimation and work plan until completion
In a second steps, meetings with selected applicants will take place from 24.08-26.08.2015 to harmonize expectation for the finalization of the proposal latest on      31.08.2015 by the contractor.

5    Responsibilities
The contractor is responsible for the tasks and deliverables mentioned in section 3. The development of the platform will be executed under the supervision of an expert at UNU as focal point for the implementation of the platform. After the test phase of components of the platform and before the deployment, publishing of the platform, a live demonstration of all agreed functionalities to actors involved in the project will take place. After the accepted delivery of the agreed tasks, the contractor is required to handover full access to all infrastructure components and documents related to the project.

6    Place and Period of Assignment

The contracting period for the development, test and delivery of the platform is from 03.09.2015 until 30.11.2015. Up to three visits in Bonn at UNU and Cologne in the beginning, middle and end of the project (in total up to 15 working days) are required during the period of assignment. The contractor is responsible for the purchase flight tickets, visa etc and take over costs.
